The only successful way to deactivate iCloud lock on a device, is to switch out the logic board. This is not deactivating iCloud is a logic board swap, only the buyer or the person whit original invoice of the iPhone can deactivate the lock butt Apple will not do that if it is in loss mode.

Carrier unlock isn't that expensive to unlock these days. Only a few bucks.

It is also possible that the aftermarket screen have a button hole that's is slightly larger than original screen.

Try a new backplate or boot up your phone whiteout the Touch ID cable connected to the logic board. I think the long flex cable is damaged.

Try a new battery, I think that you have received a faulty one.

I have had this once a it was because the extension flex cable from the home button was torn. Have you tried a new flex or home button to check if the iPhone will start normal?

It looks like you have a faulty home button, does your home button work 100%?

Or your screen is made of a thicker glass on the front, you can stick a smal pice of plastic behind your home button to rise it in the surface.

Sometimes these touch failure disapear when you put a screen protector on the front, at least you can try that.

angelinaelvina , Set up of id fail and must you try again or is the selection gryed out to set up touch id? if it is greyed out then your home button is faulty otherwise you can place a new flex cable that runs under the metal shield.
