Why does my HP C6180 All-in-One printer not power up?

Someone gave me an HP PhotoSmart C6180 All-in-One printer, and they said there was nothing wrong with it. They lied. =) When I plug this printer into a power supply, it does nothing at first, then tries to power up, then shuts back down.
