With the battery inserted, does the charging light turn on when you connect the charger to the camera
Here’s the [https://gopro.com/content/dam/help/hero7-black/manuals/HERO7Black_UM_ENG_REVA.pdf|user manual] for the camera. Go to p.9-10 to view how to insert the battery and to charge it. It takes about 2 hours to fully charge the battery.
If it doesn’t show that it is charging when connected to an appropriate charger try connecting it to a computer and check.
If you can’t get the camera to indicate that it is charging when it should be, given that you have followed the directions in the manual, return the camera to where you got it from and get a replacement, as the camera, the supplied charging cable or the battery may be faulty. Since it is new, all will be covered by the manufacturer’s warranty
