It certainly does seem to be possible, expecially since it doesn't look like any soldering would be required. If you search up Meta Quest 3 USB port replacement, you'll find a ribbon cable with a USB-C port on one end and an FPC plug on the other. Here's an example.

So yes, it is definitely possible to replace the port; they wouldn't be selling parts for it if it wasn't. Although I didn't find any repair videos showing you how to do that specific repair, there is a teardown video that will get you all the way to removing the charging port mounted on the hinge retainer. That puts you like 95% of the way there; if you can follow the video and get to that point I'm sure you can figure out that last step.
