I can't find any information on an Acer Aspire 4451 only a ZX4451 and there's not much on it either.
Is it an Acer Aspire 4551 by any chance?

It may be possible that corrupted BIOS setting(s) are preventing normal operation and startup.

Try a power refresh by disconnecting the charger, removing the main battery then opening the laptop and disconnecting the backup battery (aka cmos or RTC battery) from the motherboard and then ''press and hold the Power button operated for 15-20 seconds.''

Reconnect and reassemble everything, connect the charger and check.

If the battery is >4-5 years old, replace it. The part number should be on the battery itself.
