Solved: It turned out that the little rectangular tape (spacer) is not thick enough to push the power button out after tighten up the 2 screws that hold both on/off button and contact point. I added a couple of layers of electric tape on top of the original little rectangular tape behind the button. Problem is solved.

ifixit.com step 17 described the functionality of this little rectangular tape as "When replacing, check the protrusion of the switch. There is a small plastic spacer adhered to the inside of button which may come off with cleaning. Without a spacer, the button may not protrude enough to be depressed. If lost, it can be replaced with a suitable thickness of stiff plastic (eg shirt box lid)."

Thanks but ... the power button is still working when push hard on it with finger nail since the button itself is almost flat with the back cover. I can not make it protruce to 1mm as my other 3GS phone. It just does not spring back with clicking feel.

What make to button spring back? The contact point or the metal loop come with the button? What is the function of the little rectangular tape? Serve as the spacer to make the button protruce out? Does it need to be loosen up or can be glued fix to the button itself?

The Ribbon cable has a metal contact point on it that has a spring action to push your button back up, so my answer above is still what I think you need to do to fix your problem, good luck.
