Broken belt buckle, can it be fixed?

I have a 96 Explorer 5.0 XLT 4drs. The driver side buckle will not allow the seatbelt to buckle in. Can it be fixed or do I have to buy an all new buckle. I have tried popping it open like on you tubs but with no success. Thanks
