Phone will not unlock, there is no password, it just will not slide to unlock. it wasn't dropped, wet or anything else. My settings are supposed to come up even when screen is locked but that isn't working either.

Sounds like a faulty digitizer. Is it responding to your touch at all? If not, you can check the connections, maybe clean them with some isopropyl alcohol on a cotton swab.
If it still doesn't work after that, you'll probably have to replace the digitizer. You can choose between this: iPhone 5c LCD and Digitizer which would require you to switch out the home button and front camera, or you can buy this: iPhone 5c Screen with the home button and front camera included.

First before you take apart the iPhone like its stated below try the simple thing that's most likely to work try a hard reset..
Hold power button and home button together for 7 seconds then let go of home but keep pressing power this will restart and hopefully the touch will work
