System UI has stopped

My blu advanced 4.0 has suddenly stopped working. I can still turn my phone on but the screen keeps showing SYSTEM UI HAS STOPPED repeatedly. I cannot send a message nor call anyone. I live in the Philippines and BLU is not a phone that is recognized here. I consulted some repair shops they told me I needed to reprogram my phone but it was not possible for them to do that because they were not familiar with it. Tried hard reset and factory reset it doesn't work.
