Kindle locked up during initial setup and will never complete

Kindle fire hd8 failed to complete initial setup. Have turned it off and back on repeatedly. Cannot do a soft reset because we never get to a screen other than setting the time zone. It says loading and freezes. This is a brand new kindle. My daughter got it as a Christmas gift and cannot use it.
