Can I use Samsung Galaxy Tab A 9.7" 16GB Wi-Fi SM-T550, or 10.1 for GPS and Cellphone?

You have a wifi only device, and with that, you will not be able to utilize it as a cell phone in a traditional sense. However, if you have access to Wifi, either through traditional ISP or a wifi hotspot, you can use apps like hangouts, or Skype, to make make phone calls. I had to do this at one point when my phone was FUBAR, and I needed to make calls. With that being said. The very same data could be utilized, for google maps. Your device does have GPS according to its specs so you should not have a problem.

Because that tablet does not have a SIM card slot, or a cellular antenna, it is not capable. However, it does have GPS. You can use it as a map, assuming you download the maps beforehand. This will show you how to do that.
If you want to use your tablet like a phone, you will have to purchase another version, like this one:
