First make sure your computer has a touch screen! Next make sure that the touch screen in enabled, you may have accidentally disabled it at some point. Your screen may be dirty and that is why it is not registering your touch so just lightly clean it with a clean smooth rag. If none of those work i would consider replacing the screen.
