Nope, impossible. The quality selection is only provided by whoever is providing the videos.

The video host would need to render the videos in lower / compressed quality.

You see video quality selection in YouTube and Twitch because they pre-render their videos in various qualities from the original video quality like 144p, 240p, 480p, 720p, 1080p, 1080p60, 1440p60 and so on.
