iPod Touch 8Gb will not talk to iTunes on PC or via WiFi

Hi!

I have purchased a used iPod Touch 8Gb that will not communicate with iTunes on my PC nor with iTunes on-line. WiFi works, browser works. I am thinking the IOS needs to be updated maybe - but can't connect to iTunes to do it. HELP! :-(
