As often times, malicious programs hides under the legitimate process to escape the detection from security tools as well as launch each time system reboots.
Also, if you are getting any error message like “COM Surrogate has stopped working” or “The action can’t be completed because the file is open in COM Surrogate.” Then there must be some issues with the component.
Then, there can be various possible reasons like: corrupt or damaged program or its associated components, virus infection, User Account Control settings/permissions, DEP (Data Execution Prevention) settings, and similar these.
The best way to solve the issues is to run a repair tool like System Mechanics to scan and fix the issues related to DLL or dllhost.exe.
