black screen only icons top and bottom nothing will move / work

It started with an unrequested message Account summery finally got a place to close it and BAM nothing but the black screen and icons. Its fully charged and did the on off thing held buttons nothing worked Some one just told me to take the battery out wait a bit and reinsert. Does this ever fix a phone?
