Hesitation in every gear around th same low RPMs

94 honda accord, idles good and smooth, but once i start accelerating to a certain speed it seems to hesitate as if it wants to stall but it never has actually stalled. It hesitates in every gear in the low end of the rpms, but as soon as i gas it and accelerate its fine, if i stay at a steady pace it does it continuously if its within 1500 and 1700 RPM's and so i have to continuously keep on slowing down, then speeding up ? Whats my car choking on, any suggestions?
