You’ll have to restore iOs anew to bypass the lock code and you’ll need iTunes for Mac/Windows, or 3Utools for PC. If you have a Chromebook running Windows it may be possible, but otherwise I believe there’s no easy way to run iTunes on Chrome Os, especially for a delicate task such as a restore.
