I am trying to troubleshoot why when I plug it in the light blinks but it is not responsive. I think it could be the battery but shouldnt it be able to power on without it? I want to try to be sure before ordering a battery but I am not sure how to test the battery with it not working at all.

@zshutes there really is no good way to test the battery unless you have a load tester. I would go ahead and replace the battery and then re-evaluate. At least it will provide you with a known-well place to start further troubleshooting.
Most devices will power on when on a good charger however,some do not or behave odd. Again, I’d go with the battery first.

It should run fine providing it shipped with a good power adapter - or you can get one (90-130W is ideal). You usually only run into the throttling problem on the 11-12” Dell laptops, rather then machines like these AIO hybrids. What I would do is replace the battery if you’re not comfortable with the risk of it being a possibility, but it shouldn’t be an issue if you can’t replace it right away.
Unlike a common Dell laptop, it may be hard to find a battery for this since there aren’t many hybrid devices like this out there and they tend to be niche products at best. The battery (4DV4C) doesn’t appear to be that hard to get, but it varies in price wildly. You may need to shop around on this or use it as a non battery powered desktop. A lot of them will also likely only be available used unless you find a truly genuine original that’s new for a reasonable price. Parts People sells a used pack for this machine that is genuine. Check the label for anything weird - a lot of the knockoffs use weird looking fonts and labels that are roughly printed.
