The elastic band for waist adjustment is no longer accessible. How do I get it out?

I’s use a pair of hemostats to reach into the side where it is most accessible and pull it out.
For a replacement you might consider a classic military web belt. It would be easier to thread though. They come in several colors.
Plus they can be had for under $4.00
