My Toro Timecutter SS 4225 shuts off everytime I bring the arms in

I continue to have problems with my TORO timecutter SS4225 when I try to engage the steering arms. I have checked the safety switch on the seat, and even disconnected it.

Mower will still run with the Seat safety switch disconnected, and the seat lifted up.

Need help please!
