"New" 3DS turns on and boots to black screen with noise

My New 3DS xl turns on but boots to black screen and simply plays menu music, you can interact with it for 1 second while it’s turned on and it makes noises, then it’s just a black screen with home menu music. It booted to safe mode and even connected to the internet so I updated it but no dice, it just did the same thing, the motherboard was replaced once and didn’t change anything, I also heard this can do with a torn camera ribbon, this is a Japanese 3ds by the way.
