I have an 8+, when powered off and plugging in cable, it powers on, but its not charging, when I remove and reinsert the cable it then charges.
Only on boot does it not charge.
So if device is dead and I plug it in it will get enough charge to power on, when it boots it is no longer charging, I must reinsert the cable to proceed charging
Tried a new battery, port & cable, did not resolve the issue

have you tried to factory reset it might be a glitch

Yeah tried a reset but unfortunately didn't fix it. Possible USB IC or something?
