Logitech Speed Force Wheel almost no force and no buttons

When I connect the steering wheel to the console on, the motor receives hardly any voltage and hardly any force, when it should quickly center the steering wheel. It also does not detect the buttons in the game.

The main components susceptible to error are the 24 V power supply, and on the circuit board 1 fuse, 4 polarized electrolytic capacitors, 1x47uF 50V, 2x47uF 25V and 1x10uF 50V, and a KSP 8099 Amplifier Transistor. The rest are some large resistors and most tiny resistors.

• I have been able to verify that the steering wheel receives 24V from the power supply, and that the input fuse is OK (I had to replace it 3 years ago).

* I have measured the capacity of the capacitors once discharged and without voltage, the 1x47uF 50V and 1x10uF 50V give similar values, and the 2x47uF 25V give much higher values, but I do not dare to desolder them to measure outside the circuit board.

• All three equal large resistors give the same OHM value.
• The KSP 8099 I don't know what I should measure (R, V...) to check.
• The voltage that reaches the motor when connected to the mains and to the console is minimal and fleeting (the detector barely reads 0.5V)

Is it possible that the power supply has 'lost power', giving 24V but not current? A 24V source is not usual at home, I cannot contrast it with another.

Two capacitors give a measured capacity much higher than what they indicate, can it be a sign that they are defective, or only influenced by another component? I had read that it is the opposite, that when capacitors fail, lose capacity.
