Working but not so working touch screen

So the touch screen on my phone works fot about a minuet after i restart it but then when that minuet passes it suddenly stops i dont knoe if its a hard ware problem or the touch screen needs to be replaced and yes it is uptodate.would mean alot if you guys could help me with this
