Was this determination based on a scan tool ?
Do you hv a code ? If you know the location of the valve first unplug it look inside of the sockets for corrosion, if there is get so deoxit and sprayinside to remove it determine if there is power to the valve with a test light don't just throw money at it diagnose first ok
