So basically I repaired it after it had suffered from light water damage and would not turn on. But after the fix and booting up it shuts off when unplugged and I made sure I got all the corrosion off. The computer says service recommended and I get stats k the batter such as cycles and such but it won’t charge?

Well If the power settings are not normally changed, your laptop may be shutting down after unplugging the power cable. So I will suggest you to check your power setting.

Well I’m not sure if it would be that because it’s stuck at 1 percent and doesn’t charge regardless of pram reset and Mac reset

Sadly, your logic board got wet around the charging logic. This will require either finding someone with the deeper skills to repair your logic board or what Apple would do just replace the logic board! Which is quite expensive.
Where do you live country and nearest major city? Maybe we can aim you to someone that’s close by.
