Why does all power shut off whilst driving?

Driving on highway all power/electrical units of vehicle shut off even the steering wheel was very hard to turn. Check engine light doesn't come on. Repair shops can't find anything wrong and couldn't make the situation with power happen again to diagnose and solve the issue. Why is this happening periodically? How do you fix this? 2012 Dodge Avenger SXT Plus
