My ZL L and Dpad buttons aren’t working.!
I opened my Wii U up and cleaned the blue ribbon and the sensors but it still doesn’t register the buttons.

Sounds like the ribbon is damaged. Start by removing the plastic piece it's attached to (this guide does that at step 5). From there, I'm not certain how much of it can be detached or how much you'll have to replace, but it should be pretty easy to figure out once you have the thing in your hands.
While you've got the gamepad open, it wouldn't hurt to check the cable's ZIF connector and make sure it's not damaged
