I am going to preface this by stating, if you just bought this, I think returning, or exchanging is going to be your best. But if you want to go through due diligence before then, here's my theory.
This model has been in production since 2020. Even though Apple is still selling them, and/or distributing them, the units they are distributing may be old back stock rather than freshly manufactured units. Same for any other vendor selling them new. Just because they are still available via Apple doesn't mean they are currently in production.
The manufacture date on your unit, as well as the battery is already almost two years ago. Which suggests it sat around a while before getting to you. Lithium ion batteries don't like being put into long term storage, especially for years. They often fall into a a a sleep mode that kicks in for protection, but if the battery becomes too depleted it can no longer power that circuit, so it doesn't know it can wake from sleep.
It's definitely possible that your battery is stuck here. Batteries in this state can sometimes be revived, but it may not be worth it in your case. If you're super nosy, check the voltage on the battery with a multimeter. Left-most two are ground, and right-most two are Battery voltage.
This battery from Apple is rated at 11.4 Volts. If you get something close to this on the multimeter, then that's unlikely to be the issue, but I suspect you would get something substantially less.
