Fast charging not working , it’s charged maximum 1A

Good afternoon,

I would like your help I replace battery in my device and after replacement I charge the device with tester and it is not charging fast .

I put a tester and it is appears that the maximum ampere of charge is 1A

I replace again with a new battery better quality and the problem remaining .

Also in the settings the health battery it is Stuck at 100% percent .
