why does my Garman nuvi 66 tell me its unable to unlock map data.

This happens when the device detects a map that cannot be validated for use with your device. I work a lot on GPS systems for marine captains and I see this quite often on Garmin when they have downloaded outside map data or the existing data has been corrupted.
You can try the steps on Garmin to restore your original map data.
