Why is the print head wiper/cleaner getting stuck?

Are the gears misaligned?

The wiper slides across to the front of the head position. After this, the lower ink absorber rises at the same time the wiper returns causing it to block the wiper.

In turn, this causes an error code rendering the printer unusable.

Yes, the timing is off. two things you can try while I search for more information. Your model is not the ir8700, though that's a great big all-in-one Office Beast of a laser printer; which I did find the service manual for. Sadly, I haven't found one for your (probably Pixma 8700. So: try this and see if it works. turn it off, unplug it and then open the cover and slide the print head carrier to the center of the rail. Don't touch the rail or the coding film (the transparent plastic that runs along the back and passes through the print head. Then power it up and see if that fixed it, if not you can try carefully (again with the power off first) turning the white nylon gear back a click or two and see it that fixes it, don't use force, you don't want to damage anything. let me know it either of those turn the trick so I can quit looking for your service manual. Your owner's manual IS available on line and for download, but has no helpful information in it on the issue.
