MacBook not charging the battery

I recently bought MacBook Pro A1706 with backlight issue, fixed it and factory reset it because the seller wanted me to, after installing the OS i noticed that the battery is not charging at all, in settings it has around 400 charging cycles so figured it shouldn't be bad, the seller also stated that it was not used for a long time, so my question is, is there any way to "jump start" the battery?

I doubt "Jump Starting" is really an option here.

A battery which is not charging is more often a bad charger or the wrong USB-C cable. Then if you have a known working charger and cable the issue is within the logic boards charging logic.

I would get a USB-C power meter to measure the voltage from the charger feeding into the system what does it tell you? Do you see any power getting to the system?

Charging voltage on the motherboard is 13V and something when charger is plugged (on the pins + and - that go on bms)

@dizzyrepair - You need to trace the path looking at the USB-C input point using a USB-C power meter like this one MakerHawk Type-C USB Meter Tester

Charging is fine, however I can't comprehend the BMS, on + and - terminals the voltage is 2.18V but when I desolder main + and - terminals from the BMS I get 11.47V from all the cells, seems like when the cells reach certain level of discharge the BMS components render the battery useless
