Battery fully charged voltage low

The top battery charge voltage on my MacBook when the charge reaches 100% is just about 12.11 V, when it should be close to 12.6. I have replaced the battery there times, swapped chargers, reset SMC, PRAM, etc., and nothing fixes the issue. After about four cycles the newly replaced batteries health drops to the order of 60%. The first time I thought the replacement battery was faulty, but every new replacement battery, even from different vendors (including iFixit) did the same. I believe the trouble lies in the circuit or firmware that determines the maximum safe charge voltage and never lets the batteries reach their peak capacity. Any ideas about how to fix this issue?

Update (04/23/24)

Very odd CoconutBattery output! Note the systems manufacture date is in the future! 11/11/24 and the batteries date is within reason 8/16/22.

We also see the Batteries Cycle count is quite high for a supposed fresh battery! Besides the Design Cap being in the very worn condition with only 60.2% (your voltage issue)

I think we need to first fix the EFI issue as it's clearly the root issue as the manufactured date of the system is hard coded and it's likely the cause of the battery issues as well as the SMC running code is within the EFI ROM too.

So... What has been done to this system that proceeded this? And what was the issue as well.

While the batteries charge level issue is likely an issue within the SMC comparator logic (2 resistors often get damaged by knockoff chargers) the Cycle count is a problem as that is a count held within the batteries BMC chip but its also cached within SMC so its possible this is a carry over from the previous battery.

Lets give this a try to see if we can get it to at least give us a better Cycle count value. Disconnect the battery with nothing connected press and hold the power button to fully discharge the logic board this is a hard reset of SMC, then just plug in the charger the system should spontaneously restart, let it fully restart and do a clean shutdown now plug the battery back in. Lastly take a fresh CoconutBattery capture did any of the settings change? Post it as well so we have it documented.
