I see ONE of the white lines is RED and that means its whater damaged? When i try to Restore the phone i get ERROR (4013) all the thime. Is it possible to fix this. Or is the phone DEAD and gone?

Okay, first... No, those red lines only mean they have experienced high humidity, though Apple loves to claim they mean water damage so they can deny warranty repairs... think different!
So the problem is your "error 4013" various websites offer fixes for this, here is one; you can search for others if you like:

aaah. been trying everything now. and 3utools and Reiboot just want money iknow they program not gonna fix it if i pay

I agree, don't give them money, if the free options listed aren't doing the job, usually neither will what they are trying to sell you. I'm not familiar with iPhones so I look up the answers where I can so I will need to research the additional error codes. I will ask whether there is reason beyond tthe single red indicator to suspect water damage? In the case of actual water damage I'd expect to see all the indicators change though.
