Red blinking light on LED, PS3 fails to boot.
I've recently got my hands on a PlayStation 3 with no hard drive. I formatted a 250GB Seagate drive to FAT32, and put PlayStation's firmware update onto the drive, yet the error keeps appearing on the LED, and the PS3 fails to boot. Opening the console, there is no sign of any damage to any of the components. The PS3 is a CECHK-01, with a DIA-002 motherboard. Using my test light on the motherboard shows that the motherboard is indeed still alive, even around the HDD ports. How would I go about fixing this issue?

Is the console free of dust? After a quick Google search, a red blinking light means either a hardware failure or it's overheating somehow.
Something you could also do is double check if the new hard drive is seated properly.

I searched and found a result from MiniTool partition wizard (https://www.partitionwizard.com/partitio...), and I assumed It was HDD because it was all I could see was wrong.
The entire console has been cleaned with Isopropyl Alcohol & q-tips, and then I left it to dry overnight. The new hard drive is seated properly, and is being padded by cardboard so that it cannot move.

That's odd. Have you checked the thermal paste to ensure it's not overheating the CPU by chance?

The thermal paste is evenly coated on CPU. I also want to note that the PS3 isn't even able to boot, it just instantly powers off 1.5 seconds after the solid green light, gives three beeps, and the red light begins to flash, it never gets past this point.

After looking through some older threads on this issue, it seems like a whole myriad of things could be causing this error. Best suggestion I can give is double checking every thermal intake, exhaust, every bit of the thermal paste, or check for faulty parts aside from the mainboard.
