Loud fan even with low temperature
So I cleaned my ps4 and I used a new thermal paste , the temperature is low but the fan is loud even when I close the game

How do you know that the temperature is low? If you applied the thermal paste incorrectly, it can still have high temperatures, causing a loud fan. Can you share some pictures with us?
It's also possible that the controller/sensor (or cable) is damaged or not working correctly anymore. Replacing the fan should fix it. Can also be caused something on the motherboard.
