Most controllers that came with early editions of the Xbox One do not have Bluetooth capabilities and can only connect to Xbox One consoles and later models.
Most compatible controllers have a headphone jack at the bottom of the controller. If your controller has this, your computer's software likely just doesn't recognize gamepad inputs. You can find third-party apps to bypass this.
