engine wont turn on

If it is a gasoline engine, and the gas is not fresh, that could be it. Buy starter fluid, spray into carburetor, air intake or muffler, if it starts for a second, then it is bad/old gas. Drain the tank and carburetor, add fresh gas.

Is switch "on"? Honda has a switch.

@aisanboy27 this " sputters a little but never start" sounds like a fuel issue. Either you are not getting enough fuel or not enough air. Remove the spark plugs Look sat the face of the plug since it will tell you story. Depending on the face of the sparkplug, you will know how the engine runs (or why it may not). Remove the air filter and check the choke and the linkage. Check the fuel tank and the fuel hoses. Make sure that you are getting fuel to the carburetor. If all of those things are a-okay, then try to start the engine and squirt some fuel (or starting fluid) into the carb. If the engine runs but sputters and chokes again, check the fuel bowl on the bottom of your carb. There will be float that opens and closes a needle valve which lets fuel into the carb. If the float is stuck or the needle valve is stuck, your engine does not get any fuel. Reseat the needle valve and ensure proper float operation.
