It only turns on when its on a charger
my ipad can only turn on when it’s plugged to charger and when I unplug it immediately turns of is it possible that it’s broken battery?

A new battery is definitely the place to start. Yours is a good six years old, so if it hasn't been replaced yet, it's almost certainly due.
You might be able to get a better feel for it if you go into Settings/Battery/Battery Health and check what is being reported. New batteries start at 100% health and go down as they age. Apple recommends battery replacement at 85% or less; I'm fairly sure you'll find yours well below that.
Anyway, first step is to replace the battery and verify the issue is gone. iFixit has guides to that for you, but it depends whether you have the wifi or LTE version as to which guide to use.
