It fell in to water then it’s not turning on

@coneyjamal43516 if the whole laptop fell into water, you will have to totally disassemble it. Then you will need to clean the logic board (and all other circuit boards) with high grade (90%+) isopropyl alcohol. If your laptop has a HDD you most likely will have to replace that since water might have gotten into the circuit bord etc. as well. Yes, you can try and use it but do not be surprised if it will not work.

Ultimately this is a big job that may or may not work again, but there is nothing wrong with trying. We will need to know the exact model for this laptop so we can be more specific about what needs to be done.
