That sounds like a problem with the feed dog (the toothed part that moves the fabric). Check whether the feed dog is actually rising and moving back and forth when you turn the handwheel.
If the teeth are worn or damaged, the feed dog may need to be replaced. Also check the feed-dog height and the stitch-length setting before replacing it.
