    The bolts that are being loosened in the picture are the wrong bolts for this adjustment. These bolts attach the brake assembly to the frame.

    The adjustment bolts to keep the rotor centered between the disc pads have the heads facing up, and are just above the bolts pictured. The proper adjusting bolts allow the disc brake pads to move in the “cross bike” direction which is necessary for centering the rotor between the pads.

    The bolts you indicate for adjustment are caliper to frame mounting bolts, NOT ADJUSTING BOLTS.

    The adjustment bolts are on top of the caliper mounting bracket.

Dude, the cable is attached incorrectly. The cable routes up and over the little arm.
