My accer aspire IV5 is not entring Bios

My accer aspire IV5 is not entring Bios, the original hard disk crash, and I replace it wit another new one, when I try to install wit my USB window flash, when I insert the window flash, it does not allow me to go to the bios, it only display operating system not found, pls what do I do thanks
