I updated My ipad3 4g cdma 32gb to ios9.3.2 it keeps restarting over and over every 3 minuets i tried to get back to the older update and it didn't work ! then i updated it to 9.3.3 still the same .. Any solution for my problem ?

Should be a pretty simple fix. This for sure sounds like just a software issue, so we can get that fixed in a matter of minutes.
Plug your ipad into your computer. Hold down power for 5 seconds, then press and hold the home button while continuing to hold down power. Hold them both down for 15 seconds (so we are now up to 20 seconds) until iTunes detects the iPad. This time select "restore" ipad. This will wipe it and start fresh.
