yes what does the down button do compared to the up button? It does come up with downloading target but still has red screen of death?

That's really bad news then. I think it is an issue with the nand flash memory chip on the logic board of the phone that has gone bad.

The download prompt menu prompts you to either go to download mode which is used to reflash firmware on a Samsung phone.

The other is to reboot from download mode if you pressed that hardware combination by accident.

Definitely worth a try reflashing Samsung firmware on that phone. You can use Samsung smart switch to reflash the ssytem software on the phone when it is in download mode.
