The phone is 100% functional except the touch doesn't work. 98% sure it's water damage and since the screen is AMOLED I don't want to buy a 120$ lcd, can I get away with a digitizer replacement?

The LCD and the Digitizer are fused together so you will be better of buying a new LCD and Digitizer assembly. You can get just the LCD and Digitizer for 80-ish USD in A-Stock condition without all the tools if you wish.
