Mac Pro 2008 Suddenly Shutdown

Hello i have my mac pro 2008 8 core that suddendly shutdown…

When shutdown it doesn’t start for 10-15 minutes…

I have to remove riser cards and power to start system…

What i have to repair/replace? Power supply? Riser card?
