I agree with the others that the most likely cause for what you're seeing is a leaking head gasket. You can get something at the auto parts store called block check that will verify if there are hydrocarbons in the radiator fluid, a pretty conclusive sign that you do indeed need to replace the head gasket.

I just wanted to add that there is one other possibility, and that is the oil cooler. Our Beetles have a small radiator-type piece mounted between the engine block and the oil filter. As oil passes through it, it's cooled by radiator fluid. What I'm thinking is that if the internals of the cooling unit have corroded or gotten damaged it could allow the oil and coolant to mix.

Now keep in mind that's not something that's happened to me, nor have I ever heard of it occurring on a bug, but I have heard of radiator-based oil coolers rupturing in that way. I just wanted to present a possible alternative explanation in case it doesn't turn out to be a head gasket; then you've got something else to look at that could be the reason.
